Due to population declines throughout the district, the Population Analysis Committee (PAC) will be studying various regions over the next 5-10 years.
The PAC had initiated two studies in 2022. The Board of Education approved the continuation of study number one in their June 2022 meeting and then in December the board unanimously voted in favor of the final proposal. This study, referred to as the Van Winkle / 700 East Corridor Elementary Study, includes the closes includes the closure of Millcreek Elementary, Spring Lane Elementary, and Twin Peaks Elementary along with boundary adjustments to offset the closures and strengthen remaining schools along the 700 East Corridor. Changes go into effect July 1, 2023 for the 2023-2024 school year.
Electronic versions of the new boundary maps are now available to the public. Each school affected by the boundary changes / school closures will also have a poster of the new boundaries outlining the changed area. These paper maps have a QR code directing patrons to the same electronic boundary maps.
Transitioning
School will continue as normal throughout the rest of the 2022-2023 school year. A transitioning committee has already been formed and is meeting regularly. From now through the beginning of 2023-2024 they will be working with each affected school administration, PTA, Community Council and pertinent district personnel to ensure a smooth and successful transition.
December 6, 2022 Board Meeting and Public Hearing
Steve Hogan, director of Planning & Boundaries, presented the Population Analysis Committee recommendation for the proposed school closures of Millcreek, Spring Lane, and Twin Peaks Elementary Schools. After a public hearing and board discussion, the board voted in favor of closing these schools. The new boundaries and closures will be effective July 1, 2023 for the 2023-2024 school year.

Next Steps — December 6th Public Hearing
Public Hearing notices were disbursed in a variety of ways. Some of which were:
- Mailers sent through USPS to every home located in any boundary that could be affected by this boundary change or school closure proposal.
- Articles in the Deseret News and The Salt Lake Tribune.
- District and School Websites.
- Email communication from the schools.
- Yard signs in high traffic areas.
Public Hearing for Proposed Boundary Changes / School Closures
- Tuesday, December 6 at 7 p.m. Granite Education Center (2500 S. State Street)
District Representatives have concluded extensive research and gathered community feedback for the Van Winkle/700 East Elementary Boundary Study.
The Granite Board of Education will now host two public hearings on the proposed 3-C solution to the study, which includes minor boundary adjustments to several schools and the closure of Millcreek Elementary, Spring Lane Elementary, and Twin Peaks Elementary.
November Update from PAC
At Board meeting November 1, 2022 Steve Hogan and Ben Horsley presented A first reading of Population Analysis Committee (PAC) Recommendations. The presentation was followed by a public hearing and then a question and answer period / discussion amongst the Board members. After which the board unanimously approved the first reading of the recommendations.
The proposed DLI (Dual Language Immersion) program changes are as follows:
- Millcreek Spanish DLI program would be consolidated into the Spanish DLI Program at Penn Elementary.
- Spring Lane Elementary Chinese DLI Program would move to Oakwood Elementary.
October Update from PAC
After the open houses the PAC received all feedback. They met and discussed the feedback, extensively evaluated potential impacts, and prepared a final recommendation to the Board of Education for the November 1, 2022 Board Meeting.

Study 1: Van Winkle / 700 East Corridor Study
The PAC is studying the potential consolidation of 1-3 elementary campuses along this corridor to help shore up the populations in remaining schools. Three schools in this region have enrollment below 300 students.
Update: June 14, 2022 the GSD School Board voted to CONTINUE this study. Boundary consolidation proposals will now be developed and presented to the public in September for feedback.
