Dear Granite District Families,
Last night the Granite School District Board of Education held a public hearing on the 3500 South Study Corridor. The board approved a first reading to accept the Population Analysis Committee (PAC) recommendations at the conclusion of the 2024-2025 school year (the end of this current school year). The board must approve a second reading at the December 10th meeting for the decision to be final.
CLOSURES

Secondary boundary changes include:
- portions of West Lake Junior / Granger High to Hunter Junior / Hunter High School.

- the area of Orchard that would now be boundaried to Whittier would now become a junior high feeder to Hunter Junior. This same area would be boundaried to Cyprus High School.

We’ve held several open houses and information sessions and have received a lot of parental and community feedback in regards to the options. Per statute, we are required to hold two separate votes and hold two public hearings before the closures become official.
The next public hearing and vote will be held at our next general board meeting on Tuesday, December 10, 2024, beginning at 7:00 p.m. The public is always welcome and invited to attend any board meeting. If you would like to speak during the public hearing, you may sign up that night at the meeting.

there will be discussion and a vote on the following recommendations.

The first public hearing will be held at the Granite School District Board of Education meeting on
November 12, 2024, at 7:00 p.m. in Auditorium A of the Granite Education Center, at 2500 South State Street in South Salt Lake City.

Transportation Survey
All families of DLI students currently attending Valley Crest, Monroe, Hillsdale, and Stansbury elementary schools were invited through email to fill out a transportation survey during the first week of November. The survey closed on Friday, November 8th and provided valuable feedback that will contribute to the PAC presentation at the November 12th board meeting. Thank you for your input.

Additional SCHOOL CLOSURE and DLI information meetings:
Next meeting: Wednesday, October 23, 2024, 6:00 pm at Hillsdale Elementary School. (Previously listed incorrectly that it would be at Valley Crest, but it is indeed at Hillsdale Elementary School.)
The October recommendation proposed to the board of education by the PAC is that:
- Valley Crest Elementary School would close as a traditional school.
- All non-DLI students at Valley Crest would be reassigned to Monroe Elementary School.
- Monroe Elementary School would become traditional English instruction only.
- Monroe would absorb the current boundary of Valley Crest and part of Armstrong.
- DLI would no longer be offered at Monroe.
- Hillsdale Elementary School would become traditional English instruction only.
- DLI would no longer be offered at Hillsdale.
- A DLI Magnet School would be located at the Valley Crest campus.
- Those wanting to continue the DLI program who are currently attending Hillsdale, Monroe and Valley Crest will be expected to attend the magnet school at Valley Crest.
- All students at the DLI Magnet school will follow the Utah DLI 50/50 model.
- Half day instruction in Spanish, the other half will be in English.
- Two-way DLI school where both English and Spanish speaking students will be in the classes.
- Stansbury Elementary School would continue to host DLI.
- Current Stansbury DLI students may request to attend the DLI magnet school at Valley Crest campus.
- Proposed Orchard Elementary School Closure and Boundary Adjustments
- Proposed Redwood Elementary School Closure and Boundary Adjustments
- Proposed Boundary Adjustments to Wilson and Lincoln Elementary Schools
Now that a specific DLI recommendation has been proposed to the board, two additional DLI meetings have been scheduled to explain the final option that has been proposed and to answer any questions. A new survey will be provided at the end of the meeting to understand parent preference now that they know which school(s) will continue with DLI.
Granite School District will be conducting two public meetings regarding the future of the DLI-Spanish programs at Valley Crest, Monroe, Hillsdale, and Stansbury Elementaries.
- Thursday, October 17, 2024, 6:00 PM at Monroe Elementary School (4450 W 3100 S, West Valley City, UT 84120), and
- Wednesday, October 23, 2024, 6:00 PM at Hillsdale Elementary School (3275 W 3100 S, West Valley City, UT 84119).
The purpose of these meetings is to discuss the latest developments regarding the DLI-Spanish programs at the four schools listed above. The current proposal, which will be the focus of our meeting, is a Hybrid model of the two previously considered options. It includes Valley Crest Elementary as the DLI Spanish Academy with all non-DLI students re-assigned to Monroe Elementary. Stansbury would be keeping their DLI program.
We invite all patrons, whether part of a DLI program or not, to attend and provide your insight and feedback on this proposal.
October School Board Meeting
Board meeting October 1, 2024, included a Population Analysis Committee (PAC) update from Steve Hogan regarding the focused recommendation that came as a result of several weeks of study, open house meetings, and patron feedback.
The focused PAC recommendation is as follows:
- Proposed Orchard Elementary School Closure and Boundary Adjustments
- Proposed Redwood Elementary School Closure and Boundary Adjustments
- Proposed Boundary Adjustments to Wilson and Lincoln Elementary Schools
- Proposed DLI-Spanish Hybrid Model
- A DLI Magnet School to be located at the Valley Crest campus.
- Monroe would absorb the current boundary of Valley Crest and potentially part of Armstrong.
- All DLI-Spanish students in the study area would be expected to attend the magnet, except Stansbury students.
- Stansbury Elementary School would continue to host DLI.

September 2024 Updates
Additional Closure / Boundary Study Meeting:
Wednesday, September 25, 2024, 6:00 pm at Redwood Elementary School.
Almost 200 patrons and family members attended the additional closure / boundary study informational meeting that was held at Redwood Elementary on September 25, 2024. This was an opportunity for patrons and employees to ask questions and share their feelings regarding the potential Redwood Elementary school closure and boundary realignment that will be voted on by the board at public hearings November 12, 2024, and December 10, 2024, when a final decision will be made. Several school board members, the superintendent, and other district employees were in attendance to listen to the community members.

Fall Open House Meetings Regarding 2024 Study
September 11 and 12, 2024 fall open house meetings were well attended. Both nights covered the same information, followed by a question-and-answer period. Feedback is still welcome and is being evaluated by board members and by the Population Analysis Committee as they prepare to make another recommendation at the October 1 board meeting.

DLI Public Meetings and Survey
Consolidation of the 3500 S Corridor Spanish DLI (Dual Language Immersion) programs is being considered because many schools along this corridor are struggling to maintain effective traditional classes in conjunction with DLI because their total enrollment is too small. Consolidation of programs will strengthen both the dual immersion and traditional programs at the schools. If you weren’t able to attend either meeting, you may watch the recording or review the presentation here.

The PAC continues to work with the DLI task force and other sub-committees to fine-tune recommendations.
July 2024 Updates
- PAC recommendation for refinement of the 2024 area of study was presented at GSD School Board Meeting on Tuesday, July 2, 2024. The board unanimously approved the PAC’s recommendation to move forward with the narrowed study as outlined below.
- On July 9, 2024, the following email was sent to all Granite School District families in the 17 school areas that were originally a part of the focus of study.
Dear Granite School District Families and Staff,
In February earlier this year, the Population Analysis Committee (PAC) was tasked with studying multiple schools along the 3500 South Corridor for possible closure and our boundary/programmatic adjustments. The reasons for this study include declining enrollment, challenges to maintaining traditional classes in schools with a Dual Language Immersion (DLI) program, and the upcoming grade configuration change in the 2025 school year which will move all 6th graders to our junior high schools. At the July 2nd board meeting, the Board of Education voted to continue studying multiple schools and programs for potential programmatic change and/or closure.
Please remember, these are only recommendations and not a final decision. There is no impact to your school or program for the upcoming school year.

We are sympathetic to the stress and uncertainty these studies can cause a school community. Closing a school or changing a major program is not a task the PAC, Board of Education, or the District Administration take lightly. The overarching goal of our population analysis studies is to recommend changes that improve opportunities, resources and outcomes for our students. We will continue to update our families and employees as the process continues.

April 2024 Open House Meetings
The board of education has recently approved a boundary adjustment and school closure study in the area marked above (3500 S. Corridor). The study will have three focuses:
- Elementary boundary adjustments and/or closures.
- Dual Language Immersion (DLI) programs, which could impact feeder schools.
- Anticipation of a new family homeless shelter in the area.
To be clear, no recommendations have been made as this process has just begun.
Two open house meetings were held on this topic, April 11th and 12th. An additional meeting was held on April 22 at Orchard Elementary at their request.

March 2024 PAC Update
